I’m not particularly knowledgeable about the British peerage system, but this appears to be a middle finger -classily delivered, of course -by the Queen and former PM May, both of whom have suffered their fair share of indignities from Trump.
But if that’s the standard, I suppose we are all Lords now.

He had already been knighted back in '97 if I’m reading his wiki bio correctly. If I understand this right this move gives him a non-partisan seat in the House of Lords on top of that.
Edit: Looking at other reporting, what this does is give him a life peerage, which gives him the title Lord and a seat in the House of Lords for life. The reference to it being a crossbench Peerage simply means he is unaffiliated with a political party.
