In the initial indictment with three counts, the 2nd and 3rd were written in a way that depended on the grand jury voting for the 1st count.

If she is disbarred she is no longer a lawyer and cannot represent the government or any other litigant except herself. So she would have to find other lawyers in her department willing to take her positions.

Sanction Halligan for presenting an indictment which she knew had not been presented to and voted on by the full grand jury its final form The two charges may indeed be what the Grand Jury intended to have happen but presenting the final document to the Grand Jury to vote on is both a legal requirement and an important means of ensuring that indictments are not altered.
