They didn’t even need to read. The Commissioner read the whole thing aloud to the chamber before the vote.

The commissioners were probably busy sexting on their phones and didn’t pay attention.
Commissioner Mike Cantrell, the court’s lone Republican, later changed his vote to an abstention.
What’s the matter with Democrats and incapacity of reading and understanding? They refuse to do the first and are possibly incapable to do the second.
Everything is bigger in Texas, including the stupidity.
