Nothing stops congressional committees from calling former officials to testify.

There seems to be this weird GOP notion that if you just resign any crimes you committed in office are automatically forgiven. The only factual part of that is that congress may be too busy investigating your corrupt replacement.

But if the House wants to focus on horribly misguided DOI policies, rather than on possible criminal activity by Zinke, it’s the current Secretary who will be in the hot seat. Two very different tracks.
