Excuse me, but the “previous” administration was rejected by the Republican Congress, which incidentally is responsible for the budget. Republicans didn’t even permit the “previous” administration to exercise its non-budgetary Constitutional duties, like appoint Supreme Court justices.
Remember that Ronald Reagan — in two terms — spent the equivalent of three terms, and Republicans were fine with that. It’s their plan.
There’s no excess left in the budget to cut, except bloated, wasteful defense spending, which is the Republican welfare program they intend to spend more on, while they “cut” taxes.
Earn less, spend more, blame others for the debt. Republican economics.

Do the numbers in this report make sense to anyone? $585 billion “last year” (2016?); $702 billion “this year” (2017?); “…2018 … will increase by $149 billion to $589 billion”. What?
Their only world vision is that revenue means taking from the rich and expenditures means giving to the poor. And they always oppose both of those things.
We might see interaction of this with Trump-Russia, which raises the stakes on Trump accomplishing something big and bold, and lowers the cost of bold but risky action. If you can’t swim, you’ll drown as easily in 7 feet of water as 70. Might as well go for broke and shoot the moon with a veto of spending bills or the raise in the debt ceiling. That will give people something real to worry about instead of Russian collusion, and will make them fear Trump instead of hold him in contempt. Sure, most likely it would end in disaster, but disaster is already upon him, so nothing to lose.
Mulvaney has a history of favoring the use of shutdown and debt ceiling as hostages. The risk is that Trump’s need for a Hail Mary Pass will make him listen to Mulvaney’s offer of just that on spending and the BCRA.
This is what we get for hiring a failed businessman to run a complex operation.
