I think if he answered “Depends” he could later claim that’s what he wished he slipped on earlier in the morning before his testimony.

'I know that I would most likely contact the FBI if a foreigner promised campaign dirt. But I would protect to the utmost of my abilities a man who used stolen information to cheat his way into high office and asked a known enemy of the US to steal and release more. It’s just who I am - a straight shooter, who defends the right of cattle rustlers to steal.
So if he saw someone say, shoot somebody in the street, presuming he’d never seen such a thing and it was just a hypothetical event, he might, or might not, report it to the law? Is that about it, do I have that right?
They all need to be removed from public service of any sort forever. And go to jail, forever. On a rock in outer space.
