And, in predominantly white communities, white people shoot each other. Crime is rooted in lack of economic and educational opportunity and minority neighborhoods usually lack both. Police shootings are an entirely different dynamic. We have a lot of great law enforcement officers and we have some that are driven by the need for authority, bullying and bigotry. Self policing expecting departments to weed out these guys is about as effective as expecting doctors to rat out their incompetent cohorts. It just doesn’t happen. We need outside review boards and prosecutors to handle police shootings. Police shootings should be a last resort, whereas, across the country, it has become almost an initial reflex action.

I also think the recent Minneapolis BLM protests over the shooting of Jamar Clark factored into the situation. The protests put Minneapolis under the national spotlight, especially after some white supremacists fired into the protesters. Without those factors, I suspect the outcome certainly would have been different.
