Trump recently phoned Putin and congratulated him on his election — even though it was widely reported that the election was rigged and Trump was advised not to congratulate him — and invited him to visit the White House.

There is no continuity to anything Trump or his spokesmen say. Every day brings a new singularity. The Trump administration is dense with irrationality and chaos is the only constant.
And he doesn’t, yet, control the entire government, and these actions go forward in spite of him, not because of him.
