It would still cost quite a bit to do that with the number of people coming. Tents, man hours and feeding those people. In addition to caring for them. I get they want an express lane to kick people out but unless they start starving people this is not going to be cheap either way.
This is being done to plead to the base that if you like what you see than show up and vote. Get all the folks different than you are out of this place.
