Trump considers these payments as ābailoutsā. They are only ābailoutsā IF we end the ObamaCare requirement that X % of premiums be spent on actual health care (and the remainder be refunded to customers) and IF we eliminate the requirement that specific ābasic medical necessitiesā be covered. Thatās the ONLY way these payments could remotely be considered ābailoutsā. Of course, Republicans have argued in the past for ending both those provisions.
So why donāt Democrats beat them over the head with this stuff?

Actually, he did it to avoid another embarrassment being shoved on him by, not just Congress, but a GOP Congress. They were going to pass legislation removing his control of the funds, and give it directly to Congress instead, and they were going to move on fairly quickly, with broad bipartisan support.
