I think maybe in Nixon’s day they still had to consider the power of Labor organizations, and to a lesser extent, voters. Or like EPA regs, OSHA established a base line level field for safety and health requirements that would put the same standards on all businesses. The idea of a safe work environment was roundly rejected by social Darwinists who believed accidents weeded out the weak, just as their environmental equivalents believe pollution improves the herd by taking out the sick, the elderly and the children.
