My guess is that Trump asked Comey if he’d placed Trump under surveillance during the elections, or if Obama had ordered him to do so. Comey would have explained to him that no, Trump was never targeted for surveillance during the elections.

I am assuming he is saying in public that Comey violated protocol and ethical considerations by telling him ,not once,or twice,but 3 times that he ,personally, is not under investigation. If you believe that, you probably believe his hands are the biggest among all presidents, and that the crowd at his inauguration was the largest in history ( as was his total number of electoral college votes ). Even if we take the incredibly generous and totally unwarranted position of taking Trump’s word that Comey told him that he was not personally a target of the investigation, that doesn’t mean he didn’t become a target as the investigation continued. Because that’s how proper investigations work, you follow the evidence wherever it goes.
And of course investigators have no interest in tipping off a new target that they are now a target, since this may lead that target to try to cover their tracks. But in Trump’s mind, Comey told him he was free and clear and not being a target at one point was taken as an assurance that he would not be targeted.
Now in reality I don’t know whether Comey ever had any conversation with Trump about whether he was a target or not, and of course it’s very possible that Trump is just straight-up lying. But even if there was some such conversation, I’m pretty sure Comey would never have told Trump that he had ruled out targeting Trump no matter what.

Comey should have never said a goddam word about the investigations to trump. he should have said “I can’t discuss that sir” and let the chips fall. That trumo says he was in the clear is a bullshit defense… Complete and total bullshit. And he seems seriously desperate in saying that. In the first place is it not a breach of protocol to ask such a thing? Lawyers please educate me here. Can the POTUS ask , in this situation, if he is under investigation and expect the Director to respond?
