To me, this is an official statement by the president, that the people in the picture are traitors. As the president, he is required (by his oath of office) to pursue their capture for trial.
If he does not perform this duty, he is violating his oath while obstructing justice.
If he knowingly does not fulfill his obligation, he could be impeached. I hope he realizes this.

Barry was a strident guy - fiercely independent in his thinking - but mighty firm on principles & one was doing the right thing - (and the ‘right thing’ became much more progressive in later years)
If he was alive today - he’d punch Trump in the gut & when the orange buffoon bent over - he’d kick him in the teeth.

Frankly - after his meltdown over GM plant closings - am surprised that he did not send this out on his “dignified Presidential account” - I mean it is a perfect match with his level of maturity and ability to conduct a coherent discussion
