Barr’s comments to that effect were to regain a modicum of dignity after he was exposed as an Attorney General of the US who did not read the evidence attached to the Mueller Report.
Besides, they were also made before Putin gave Donald Trump his marching orders, after having himself watched Barr’s problematic, mostly unbelievable, not very convincing testimony. And his chickening out of the House Judiciary Hearing after his Senate testimony.
