This is a good example of the “James Brown Two.” Brown changed the downbeat of a 4/4 measure to the second beat. To envision an example of this think of the chinga-chinga-chinga-chinga-ching the guitar plays on “Papa’s Got A Brand New Bag.” It’s followed by a resounding reply on the second beat.

Believe it or not there is a big segment of the wingnut movement (maybe even majority) that wants exactly that, because lack of prayers and the mandate to allow colored kids to go to the same schools as the white ones. That’s where the school vouchers come from.
