I’m thinking if he looked at a “picture file,” he looked at something Mulvaney or Stephen Miller or whoever’s running Communications put together to show him so he could grasp the thread of the “Comey and Mueller conspiracy” theory the WH is spinning.

Because he doesn’t read and doesn’t have an attention span longer than 2 minutes.

It’s perfectly clear what PP was referring to. He was referring to a collection of printed photos that someone gathered into a paper folder and put on his desk. Either he asked for photos or his underlings gathered them as a way to communicate some point to PP. He does not read.
