In a weird way, this is true. For a functional human brain, regrets aren’t there to torture you about bad decisions in the past, they’re there to help you modify your behavior and make better decisions in the future.
Trump, as even he knows, is not capable of making better decisions in the future. So asking if he regrets his tweets is like asking someone with Tourette’s if they regretted shouting during a wedding.
