Yes. Between this effort and the early signs of trouble for the 2020 census, they have a real chance to accomplish mass disenfranchisement and reshape (ie, shrink) the electorate to their liking for the foreseeable future. This is major.
We need to take back state legislatures, too. We have a little more time for that (2020), but taking back the state houses is as important as getting the House in 2018. There is a Census coming in 2020 (though the GOP is trying to kneecap that Constitutional exercise as well) and reapportionment in 2021.

And to make his supporters believe that he is working for them. His supporters(white supremists haters) need to see some action to keep their minds off their lowly economic status acerbated by Trump/Ryan/McConnell.
