My guess (since that is what he is doing) is that the overwhelming majority of violent criminals do not have any political party affiliation, nor do they vote, etc.

I would like to know what does he based this assertion on? Is he saying this as code for black people since numerous blacks are Deomcrats? I would serously doubt – to entertain that argument – that those blacks who are violent criminals even vote. People who are such, take to a life of crime at that low level of existence, usually don’t engage in the civic process; they tend to be alienated.
Of course, he says this on Hewitt’s show.
