Duh, what’s with the ad hominem? If you work in the executive branch, the POTUS is your boss. If the POTUS asks for information, your agency coughs it up. Of course an individual exec branch employee can refuse. But since they are planning to change the civil service rules to allow easier dismissal, that individual will be out of a job.

pmaroneyb is right that the employees are part of the executive branch, so not involved in checks and balances. pmaroneyb is also right that failure to respond to a request for information (especially, as in this case, a question about how money has been spent) is grounds for dismissal.
What executive-branch civil-service employees can do is the equivalent of union work-to-rule action, where they do everything they are required to do, but only what they are required to do. In this case, for example, the question could be interpreted very narrowly. When asked “How much does the Department of State contribute annually to international environmental organizations in which the department participates?”, employees can consider:
– was the money “contributed”, or was it a payment for some service?
–was the organization an “environmental” organization, or one with a broader set of interests?
–was the organization “international”?
–did the department participate in the organization, or simply work cooperatively with it

So now I’m a nazi? Wake up to reality. Duh, it’s all Freedom of Information Act accessible. Why should this be someone’s Alamo? Who went to what conference, how much money spent on activities, what grants are out there, who published what papers…not a bit of it doesn’t belong to the administration the moment he slurs the oath. Stonewalling the Transition Team just provides everyone a little space to brace themselves and think about job hunting.

We went through this with Reagan and it’s fairly easy to monkeywrench thîs sort of nonsense. Step one is to stall, step 2 is to report misinformation. (political managers are notoriously untrained in technical fields), step 3 is leaking information to folks like the NRDC. It’s good to be naughty and it’s also exhilarating.
And I expect the naughtiness Olympics from federal employees. They are already planning it out, I guarantee it.
