I’d say the swimmer wasn’t in the wrong place at the wrong time but the fisherman who had the shark on his line for 30 minutes was in the wrong place at the wrong time and knowingly taking the wrong actions.

You don’t hook something for 30 minutes and not get a look at it or make the assumption it’s a shark, dolphin or some other animal that is illegal to fish in that depth of water that close to shore. Personally, I hope they do investigate and the fisherman is charged, he’s lucky his actions didn’t end up in a more serious injury or death.
