I am guessing that Trump doesn’t give a whit about the Sudan. This is just one more way for him to poke former President Obama in the eye.

This is what happens when you don’t have anyone working in the State Dept. I’m sure Trump would love to reinstate the sanctions but there is nobody there to actually do the work. BTW Putin Hates the US state dept., and what was one of Trumps first actions? Gut the State dept!
