Well, the obvious solution is to change the law so that the excluded groups are explicitly included.
I realize that that is not going to happen in a Republican Congress and not signed into law by President Trump, even if it did pass through Congress, but that’s the reality in the USA:
anything not explicitly allowed by law is forbidden.

Kinda puts the final nail in the coffin of the notion that the christian right in this country gives two shits about the sanctity of life, doesn’t it? I don’t ever want to hear another freaking word from the so-called “values voters” about how much they value life when they support the cruel, repugnant policies of their boy Trump and his little toady Jeff Sessions.
