The most likely reason McConnell has brought three (four?) different versions of this bill toward a motion to proceed is because he wants to pass this bill.

Nonetheless, McConnell and other Republicans on the GOP leadership team, said that they wanted to put Republicans on the record for or against legislation a vast majority of them approved of when they knew Obama would veto it.

Susan Collins was getting cheered in a 4th of July parade back in Maine (while a lot of the rest of them were in a secret undisclosed location). I’m not sure publicly voting against this monstrosity would hurt the moderates.

That was my thought. I thought they couldn’t do a straight repeal under reconciliation.

They wouldn’t even get that to a vote. It would be a fight between “moderate” Republicans who only wanted to strangle kittens in front of crippled children, versus the House and Freedom Caucus who would want to murder the crippled children in front of kittens - and some debate over the Cruz amendment which would add that the children would have to die by fire.
