I’ve said it more than once in this forum: McCain could have become an effective leader, a “lion of the Senate,” but as the ancients told us, character is destiny. His character --or lack thereof – made him into just another pol voting party over everything that might be decent or humane.
The reason he isn’t is that Arizona law is such that if he dies or resigns before June 1, there’s no special election this year; whoever is appointed stays until 2020. And it also says that the appointee must be of the same party. So as long as he lives another month, he guarantees the seat stays Republican for several more years regardless of the voters’ changes, including possibly electing a D governor.
