Aren’t there residency requirements in every state in order to vote? Since only the Electoral College matters, someone who has lived in Israel for a few years shouldn’t be able to cast a ballot.

Expats and those with dual citizenship can vote. In the case of Expats, they’re tied to a state and can vote for President and the Senate.
