Of course there are dozens of statutes and regulations dictating the retention of records, many covering those out of government but nevertheless having some non-personal relationship with a government agency or employee. Asking for preservation late does seem on its face to be a tardy reaction to the suspicion of wrongful acts. Yet those destroying such records BEFORE they were specifically warned to preserve them are probably at risk of criminal prosecution or some other sanction for doing so.
