I heard it was the price of an economy seat. Government folks used to be able to fly business when the flight was over 10 (?) hours, but no more. Now everyone goes economy.
Actually the math needs to be worked the other way: $400K-$52K = $347,000. He was OK to fly, at least for those flights that were actually business, but at the commercial rate. What he owes us is the difference between legitimate travel expenses and “your taxes are my personal treasury” expenses.
His unhappiness was probably about the negative publicity not how much of taxpayer money was wasted…just guessing.
