DA Schubert is the recipient of hundreds of thousands of campaign dollars from police unions and affiliated groups, which she used to defend herself from a challenge to her left in the most recent election. This is just her paying back those wut brung her to the dance. Besides this bullshit, she’s also running cover for Sacramento county’s out-of-control sheriff, Scott Jones. Meanwhile, the supposedly progressive city officials like Mayor Darrell Steinberg are loath to cross either of these pigs.
Put race aside and focus on the poorly trained and ill suited performing an essential public service.

They are the same price. Racial discrimination in issuing insurance is unlawful–as is pricing by location (some states may permit different rates by city or town for auto insurance, but I think that’s in the past, too). And as insurance is highly regulated, I don’t think there’s a lot of hidden discrimination, although I’m confident that there are fewer agents in poorer areas.

I just rewatched the NYT video. After arriving at Clarks home they yelled "Show me your hands, stop. Show me your hands, gun. Show me your hands, gun gun gun.’ They did not identify themselves as police. Then they shot him five times. After that he was on the ground, and they pause shooting for a second or so. Then they fired 15 more shots. After a few minutes, they start calling out before they approach him. According to the video it is five minutes before they approach the body, though he hasn’t moved or spoken since the original shooting.

Isn’t this just instructing police officers, many now wearing body cams, to be sure to shout “gun”, especially when engaging with a POC? Then they’re covered. It was all a mistake, right?
There’s a bill right now working it’s way through CA legislature. It would require police to have cause to use deadly force. “Cause” is explicitly stated as the legal definition of self defense and if the suspect is believed to be lethally dangerous (will kill someone) when fleeing arrest. It requires some other stuff too but that’s what I recall off the top of my head. And it’s an AB bill supported by the ACLU. There’s another SB bill that’s been introduced that’s total b.s. and basically written to nullify the other one and maintain status quo.

In sworn testimony, the chief of police admitted that department policy prohibits officers from shooting people whom they believe do not pose a threat.
Very shortly thereafter, the city settled Officer Mader’s wrongful termination lawsuit. Smart move, that, given how the chief was forced to admit that Ofcr Mader did exactly nothing wrong.
(Which, of course, shouldn’t have had to be brought in the first place, since Ofcr Mader’s should never have been fired. It was the other cops who should have been filed for violating policy.)
Also worth noting, perhaps, is that Sacramento is the birthplace of one Rush Limbaugh’s radio career.
We think of CA as blue and liberal. That’s largely true on the coasts. Go 50 miles inland, it’s a whole other story. Hell, just cross the Carquinez Bridge, and it’s a whole other story.
Thankfully enough blue to make it purple around Sac but the Sheriff is the worst, DA not much better. Mayor newly elected is good. And I think Cal AG Becerra will look more closely at the case. AG already has made specific reps for new Sac PD police policy and practices.

That, and then some. And it goes deeper than that. DAs need cops to get convictions. Without cops, their conviction rate goes into the toilet, and so does their career.

If I may. Why is it we rarely hear of this type of “shoot first and ask questions later” behavior in White neighborhoods? That suggests there is something more than implicit bias going on. There IS more than that. Police in majority minority precincts treat those neighborhoods as occupied zones. A DoJ Report on Cleveland, noted one of the station garages had “FOB” painted above the interior garage door.
FOB- Forward Operating Base
If you treat the community you police as a hostile occupied zone, then you view your fellow citizens as hostile potential combatants. That’s not going to end well on a regular basis.
Another thing about policing in majority minority neighborhoods is the aggressiveness of the officers. There’s a need to establish and maintain dominance. Police declaring these are their streets. Bullshit, the streets belong to the community. That’s the police taking on a gang mentality. In the DoJ report on Baltimore, an observer riding with a training officer and junior officer noted that the senior officer ordered the junior officer to make some young Black men move off a corner. The junior officer noted they weren’t doing anything, but the senior officer didn’t care and told him to find a reason to make them move. It struck me like the enforcement of that Jim Crow Law that stated no more than three Blacks could gather without a White person present. The police in minority neighborhoods will use the suspicion of crime to violate your civil rights much quicker than in majority neighborhoods (unless, you are a group of minorities in a majority neighborhood, then they WILL violate your rights in a second). In Chicago, there was a peaceful silent march through a neighborhood and as a convoy of police cars was escorting the marchers, one of the cars was blasting Sweet Home Alabama.
Another way policing is different is the practice of escalating the situation. Police are much quicker to escalate a confrontation in minority communities. There’s a general assumption that you have to be calm and clear-headed while the officers are yelling, shouting and cussing. Your failure to maintain control (of you) could lead to your arrest or death. We see a lot of people charged with Resisting Arrest, but no underlying charge. Think about that, you got charged with resisting arrest and no initial charge for the arrest. Crazy.
Lastly, we have allowed police officers to state that the public needs to understand, respect and be trained to deal with THEM. Huge mistake.
EDIT It’s not that hard- we cannot vote out police officers. We cannot vote out the police chief. We CAN vote out the mayor or council the chief reports to. We can also vote out prosecutors who pander to police by overlooking their criminal behavior. FUCK IT, exercise your voting rights in a way that improve your community.
