If at the time of receiving the information they knew it was illegal - then the failure to speak up was a criminal act. Innocent victims of violence get their names published and the press and gadflies have a field day digging up dirt to justify the perpetrators’ actions - Trayvon Martin anyone, Tamir Rice? Publish the names - if you had a good excuse or reason not to be a whistleblower get that out in the open too - otherwise suck it up like all those people stuck for hours on the bridge had to.

As far as I can tell, these are all public sector employees. I see no reason that they should not be disclosed as they work for us.
