Little Ricky is amazed ? He says the state of Texas has taken steps to mitigate the problem; but he doesn’t realize the GOPers in the house have done the same. Both have made grandstanding moves that are totally useless. On the other hand, perhaps he does understand, and just wants to deflect attention from his own ineptitude.
