Pence is in his happy place here because:
- 1. He's a Dominionist who would love to see the rapture come in his lifetime but,
2. even if not, his ethno-Christianist preferences are compatible with the Russian brand and
3. he is in line of succession to see to it that the USA follows the Russian lead,
4. as long as it is not contradicted by the orders of his plutocratic sponsors.
5. Besides, he thinks the taste of the Manchurian Cantaloupe's santorum™ is not too bad now that's he's grown used to it.
tl;dr: For Pence it’s all good now.

An embassy is a highly-complex high tech secure facility that requires years in the planning, and several years in the construction. Electronic shielding built into walls. Blast-resistant construction. Safe rooms. Independent power and communications grids. I doubt they’ll find any facility in Jerusalem that will meet current standards.
