He can’t. Under the NEA, when the House passes the resolution terminating the bogus national emergency, and it will, the Senate is compelled to hold a vote on that resolution. It’s just plain in the law. He can’t ditch it.

Watching Republican Senators try to decide whether to hold fast to defend a highly unpopular bullshit emergency declared to get a highly unpopular stupid-ass wall built (when it won’t work anyway, because it’ll immediately get snarled up in court) will be absolutely magnificent.
