Paul Ryan is way, way more valuable to his big business backers as Ways and Means, (read taxation,) chair than he would be as Speaker. He knows which side his bread is buttered on.
Translation: What, me volunteering to be in a position that means I am on-the-hook for what the GOP caucus does and what the House accomplishes? No way! I want the perks of being in Congress and being head of Committee without any of the actual responsibility for governing.

Not only that, he knows just how impossible the job is for anybody. Its a suicide mission,and for all his other faults, Ryan is not about to commit political suicide.
I think Ryan, who was one of Cantor’s “Young Guns” rode the TP phenom at first, and then quickly realized just how completely off the reservation this guys were. He got roped into being Romney’s running mate, something he clearly wasn’t comfortable with, and declined to toss his hat into this years crazy train.
I think he is hoping to ride out the craziness now, and hoping that some semblance of sanity returns at some point down the road. Until then, he is keeping his head down and out of the firing line. Playing a long game, essentially…but the end game of that is built entirely upon crossing his fingers.
Ryan likely still wants to run for President some day. Being Speaker right now would destroy any chance he has. What sane person would want to be Speaker right now?
