Technically ketchup is a fruit. The Supreme Court in Nix v. Hedden (1893) determined that ketchup is a vegetable. As you are probably referencing, Reagan affirmed the Supreme Court decision in the early 80s. This landmark decision came about at the same time as the USDA declaration that pizza is also a vegetable.
