I think it may be more about the nationalities of the parties, and the offer and acceptance, rather than the delivery of any items. A conspiracy requires an agreement to break the law and an overt act by one of the co-conspirators.

3 weeks ago he officially pled Guilty to the charge listed in the now un-sealed indictment.

He was arrested at the end of July - July 27.
