I sympathize with him; I have had that happen to me a couple of times, and while I do appreciate the vigilance of my CC provider, and realize what they are doing is in my best interest, it’s a horrible feeling when it happens, and a terrible hassle when your card is invalidated because somebody tried to put a suspicious 66-cent charge through.

Instances where a couple of unusual charges came up, we were contacted within minutes of the charges to see if they were expected.

Well, in my purchasing for my IT department-- my corporate card gets compromised about every 4-to-6 months.
It’s a royal pain-- and the time I spend untangling everything-- and re-updating all of my vendor accounts is substantial.
You’d think CC providers could use an algorithm to perceive valid/invalid use based on the physical location of the attempted purchase-- based on where I work/reside.
But no. They’d rather stick to what doesn’t work and intermittently conspire with the fraudsters to screw me out of ever more time and effort.

It happened to me at Disney World. It is a bank anti-fraud measure. The way to avoid it happening is to call the bank ahead of time and tell them you are going to be in a strange city and might use your card. They will make a note in your file and it will go through.
