Or tack it onto the property tax bill, and apply any tax payments by the property owner first to the overdue fines and then to the taxes. If the owner doesn’t add enough to the payment to cover the taxes in full, the property enters the process that ends, if the owner never pays, in an auction of the property to cover the tax due.
