And what he really should be afraid of is some young National Guardsman losing his cool and pulling the trigger.
Go ask the governor of Ohio from the 70s. Having the National Guardsman gunning down civilians in the street is horrible for political futures.
But I can easily see a “we spend X dollars on these guardsman, and we only killed 4 of the SOBs” comment emerging from this, just like the governor of Ohio let slip after Kent State.
