I suppose McConnell will then issue a rule limiting debate so that no amendments can actually be offered? Or he’ll fill up the allotted time with GOP amendments only ruling Democratic Party amendments as out of order.

So it’s 4:45pm on the West coast (i.e. 7:45pm in Washington DC), so i was starting to wonderif they were still planning a test vote today. I haven’t seen anything here at TPM since this article went by, but just saw that the Huffington Post has a piece up stating that the Senate voted 52-48 to proceed. If nothing intervenes, this could be a done deal by end of tomorrow…
