Yes, you are correct. Itās standard practice for all government employees to delete personal emails when leaving office, because all their records will be archived and it would be a waste of time and money to archive stuff unrelated to government business.
So Hillary followed the standard practice, except that she had attorneys determine which emails to delete. And, as others have said, the ādeletedā emails are just marked as deleted and are still accessible on the drive. At some point on an active drive, the system may need the space for new files, and then it finally overwrites anything marked for delete.
The FBI retrieved them all, read them all and exonerated her. Republicans and the lazy/ignorant/complicit press have perpetuated the confusion about the emails on her personal server and the emails on the DNC server hacked by Russia.
