Hispanics in Alexandria = 15.6% in Roanoke = 5.4%
Blacks in Alexandria = 21.8% in Roanoke = 27.5%

Yes, considerably more Whites and considerably fewer Hispanics. I’m guessing it’s the Hispanics they are trying to avoid.
