So Louisiana steps into the 20th century. I wonder if this was implemented to shame the victims. This policy is akin to the police billing you for fingerprints and DNA if your home is burgled. Apparently Palin had a similar policy as mayor of Wasila which was later scrapped.

Louisiana has passed a law making it illegal to do something which is already illegal.
How does Jindal expect people to believe he can lead this country in the 21st century when his own state is still stuck in the 3rd?
