Cabinet reshuffles are far less common in systems where members of the Cabinet are not drawn from the legislative branch. In such systems there is a far larger pool of viable candidates to choose a cabinet from. Members of such cabinets are usually chosen on account of their qualifications to run a specific portfolio, so moving these cabinet members to different portfolios at a later time usually makes little sense. For instance, in the United States, it would be very unusual for a president to reassign multiple cabinet secretaries to new positions, especially since a United States Cabinet member moved to a new position within the cabinet needs to be confirmed in the new role by the United States Senate—this alone is seen as a powerful deterrent against U.S. presidents initiating major cabinet reshuffles.

Of course, without checks and balances, because the freaking republicans won’t do their jobs, who knows?

It is Trumpp’s judgement that is keeping Pruitt at the head of the EPA, but it is Pruitt’s judgement that concerns Ingraham.

If every commentator made even a token effort to offer something like ā€œBenedict Donaldā€ rather than tired-ass old ā€œDrumpfā€ (ha ha get it an old name, how droll), the internet would be a 3% better place.

But Trump could appoint him as Acting AG, just as he was able to appoint Mulvaney as Acting Director (Destructor) of the CFPB under the Federal Vacancies Reform Act. No idea whether he eventually has to go before the Senate for approval, but Mulvaney certainly hasn’t.

Don’t think of these folks as ā€œcabinet membersā€, they are more accurately identified as CEOs of ā€œprofit centersā€ for the Trump grift organization. By that standard, Pruitt has been doing pretty well.
