Government isn’t a ‘bottom line’ operation. It is hard for some people to understand that, but there are reasons you don’t have private military, multiple private fire departments, multiple private police departments, and multiple water systems, etc.
Some of these things are not supposed to make money. They are to provide a service funded by our taxes, fees, rates, etc.
If you were running the fire department to make money, they would only put our every three house fires. It is the cost of civilization.

When I was a kid we played Cops and Robbers, we would run around with toy guns and say things like “bang, bang you’re dead”. It never occurred to me that grownups would utilize these skills in their grownup lives. We knew it was a game and it wasn’t real (at least I did anyway).
