Those provincial grievances were open to influence by outside forces, that ISIS is made up of trainers, operatives, they embolden local factious sympathizers to take up the insurgency.
Iran is sending their own troops to champion the fight as seen through the centuries old conflict between Black hat and White hat mullah guided factions.

Isn’t Fallujah the same city the US Military spent years going door-to-door.kicking in all the doors and then killing everyone they didn’t like? And we wonder why they all hate Americans?
Will take at least four generations, but better plan on ten, of them never seeing another American to forget the evils America has done to Iraq.
We will never learn.
In other words its an f’ng mess and we need to stay the hell out of it. There is nothing we can do.

Oh but Cheney’s Haliburton connections will flourish and the arms industry as well. We can’t impede profitizing and capitalizing on every front.
