Trudeau and Macron have both made gestures of welcome to businesses and professional people who might want to leave the U.S. and relocate to either Canada or France. They’re keeping it low-key, but if the U.S. is going to be experiencing a brain drain, they want everyone to know that their nation’s doors are open.
