C) Ryan and McCarthy are hobbling this, because they’re afraid of the obvious consequences, in this case, an irate ‘Cecil’.
However, the Mueller investigation is a ‘witch hunt’ (according to them).

It’ll never make the 2018 Senate schedule (aka: ‘Cecil’s’ to do list) for an obvious reason: a Rosenstein vote in 2018, is also a Mueller vote.
While it’s (somewhat) unlikely that McCain will make the Kavanaugh vote, like Rodney rushing back to Independence Hall, McCain will make that Rosenstein vote.
