I doubt they could pass and deal with all of that in the remaining 5-6 weeks, let alone tackle a massive tax bill.
Factor in that the odds are incredibly high that Donald is going to do at least 2, probably 3 or more, major incidents to distract from everything in that time period.

The estate tax and the gift tax are two separate things.
The estate tax is, ipso facto, an inheritance tax, because it is paid by the legatee.
