How about a “down payment” on a path to citizenship for the DACA folks? Something like “all get permanent residency and the oldest 400,000** can apply for citizenship.” Whatever portion of a wall is paid for with the “down payment” isn’t going to evaporate in 3 years and the protection for DACA folks shouldn’t either.
** I know that sounds unfair, but if 400,000 get citizenship it will be hard to deny it to the rest.

That said, what is happening and Graham may be too dumb to realize it, is that Trump is abdicating his responsibility to run a functioning Government. That is by holding to a position that is impossible to accept, Trump is waiting for the Republican establishment to step in and cut a deal that basically allows Trump off the hook by ending the shutdown and allowing Trump to be the betrayed victim. That is as Trump’s base, White Christians, mostly claim to be victims of discrimination by the Government. Trump is banking on keeping his base by holding firm on an impossible position until eventually Republicans in the congress are forced to abandon him and Trump can argue about how much the deep state hates real Americans. If this sounds ironic because Trump’s base hates real Americans, it is.
A modest proposal: The Democrats will approve a large down payment on the wall in exchange for the concurrent resignations of Trump and Pence. A win-win, because the Republicans will no longer have to deal with Speaker Pelosi.
